As hinted by the staff's title, it is related to the Cow King and the "secret level". Players must take the completed staff to the skeletal remains of a cow along the Old Tristram Road, which can be found near a glowing red pit. With the staff in possession, players can speak to the Ghost of the Cow King and gain access to Whimsyshire. The Staff is not consumed in this process.
