Jailer allows monsters to immobilize players in a small contained orange zone. The player can still attack, and even melee if the enemy is close enough. Spells like dash still work, but the jail will "dash" with you.

Monk gets jailed by Champion Plague Carriers

Jailer is a monster trait that is unique to Diablo III and was first discovered in a previously inaccessible zone in the beta.

What it does

The jailer trait gives monsters the ability to immobilize the Hero in a conjured prison. The effect is brief, but long enough to make you an easy target. Each attack by the Jailer has a 25% chance to cast this on you. Dashing strike lets you move, but does not free you. Spirit walk will however set you free.

This trait can occur only for monsters equal to or greater than level 51.[1]
