Defense decreases all damage taken, but acts as a separate mechanic from armor and resistances. While these provide damage reduction to a specific form of damage, Defense reduces all damage taken. This stat will allow players to control incoming damage rather than increasing health capacity, which is useful to reduce the need for health globes and potions. Defense will likely be valued in the arenas, but isn't tuned to be a "PVP-only" stat.
